CoA - Heavy Metals

Lately, I've been seeing actual counts in CoA's for Heavy metals testing. Usually I see ND but this has got me wondering about the ND. Is it really that none has been detected, or is it that it's in the acceptable range so they put as ND and a PASS?
Example of one that contains actual numbers;

It's hard to see but it looks like those levels are pretty low.
I also noticed on Reta COA from Crush, on the latest 30ml they show the levels, and they are quite close:

while on a previous COA it only showed "Not Detected"

It looks like ILS Labs introduced the numbers in July COAs. -

@Rodney_Rat absolutely not. Filtering is about bacteria and larger particles.
