Fluffy loose powder instead of solid cake

I recently received my new supply, and it looks unlike anything Iβve seen before, it resembles a fluffy, loose powder rather than a solid, cake-like consistency.
One out of ten vials contains half a solid cake, while the other nine vials are filled with fluffy loose powder.Does anyone have suggestions on whether this is safe to use?

Usually, the additives what hold cakes in shape. So yours might just be very pure, or had a rocky delivery. Shake one with a cake to see how easy you can get a powder from it.
I would try reconstitute pep to ensure that the vial was under vacuum and it doesn't cloud after.
Anyway you have to test gray market peps.
