I think the most appropriate path would be to ask them directly. It's not a silly question, "reconstitution water" is a wider term than "bacteriostatic water". They may use it to freely substitute 0.9% benzyl alcohol solution with just a distilled water or sodium chloride solution, or to allow a variable benzyl alcohol level, to avoid any future complains.
